I just heard a NPR story about the problems associated with getting international aid to the regions of Sri Lanka controlled by the Tamil Tigers (an ethnic secessionist army). This seems like a good opportunity to combine traditional charity (development and relief) with a libertarian value (national self-determination and secession). This could be tricky, since many rebel groups managed to get labeled as terrorists and it isn't always clear if secessionist groups represent the common opinion of the people in their territories or if they would promote "freedom" if they succeeded.
