He is hoping to turn this tool into a [LP-only] open source project for LP affiliates

It's either open source or it's proprietary to the LP; it can't be both. To my knowledge there's no license that would come close to meeting the standards of open source yet would allow the LP to restrict the source code to its affiliates. If this is an open source project, it would be good to provide a link to the source. If it's not an open source project, the article needs to be clear about this.
