The caucus was formed in 2004 at the Libertarian National Convention in Atlanta, Georgia, and disbanded shortly thereafter as several organizers left the LP.

Caucus members rejected anarchism and sought to work to support pragmatic political solutions. Many caucus members disagreed with portions of the Libertarian Party's platform, the most frequent targets of these disagreements included sections on foreign policy, military intervention, taxation, drug legalization, and foreign aid. They felt that party platform needed to be rewritten in order to bring the Libertarian party into the political mainstream.

Caucus members believed that too many Libertarian Party members focus too much on ideological purity rather than the party's mission of electing Libertarians to public office.
