This is a libertarian emoticon. It symbolizes "The Torch of Liberty, Enlightening the World. It was originally published in Vol. 5, Issue 7, December 2002 of the "The Orange County Libertarian", which was the Libertarian Party of Orange County, California's newsletter.
It was designed by symbology expert Gary Copeland at the request of Paul Studier, who wanted a symbol which is easy to recognize and easy to draw.
Although not related to the decision of the Orange County Libertarian, the libertarian emoticon is also the character Italic textalgizItalic text(sic) in the celtic language, which literally means 'protection'. As in 'protection against meddling government'.
