State level
Chairman
- Every year, by the end of February, distribute to all members of record in the state a list of all elected offices that will appear on the ballot that year. The listing must include office title; local jurisdiction; term in office; obligation level; election method; ballot access requirements; and typical winning budget.
Treasurer
- Draft checks; although any check over $500 must be countersigned by another officer; and any officer may bar an expenditure unless unanimously overruled by the other officers.
Secretary
- Take and distribute minutes of all state central committee meetings and state conventions.
- Keep a list of all current contacts, e.g. state central committee roster; endorsed candidates; local affiliates; standing committee members; affiliated PACs; etc.
- Mail to all members 30 days notice of any upcoming state conventions.
State central committee
- Appoint an auditor to audit the books every year, and at every succession to the office of treasurer.
Congressional district chair
- Represent the Congressional District at state central committee meetings.
- Provide a proxy to the secretary for any meetings that cannot be attended in person.
- Contact new members by telephone if possible, or by mail if necessary.
- Contact soon-to-expire and recently-expired member by telephone if possible, or by mail if necessary, to encourage renewals.
- Work to establish a newsletter and keep it going.
- Maintain a contact list of members in the Congressional district, with any information pertinent to local organizing, skills, campaigning, etc.
- Work with local affiliates to recruit new members and candidates for public office; and to support local, state and national candidates.
- Provide reports to the local affiliates of SCC activities, and provide reports to the SCC on Congressional District activities.
- Work with Congressional campaigns to recruit campaign staff, including campaign managers.

District committee
- Hold a district convention at least once every two years.
- Submit to the state central committee, at least once a year, a list of officers, copy of the district bylaws, and copy of the minutes of any meetings at which officers were appointed.
