Controlling Yellow Cake Uranium

In the modern vocabulary, yellow cake uranium has come to mean a frivolous excuse used to justify or rationalize some egregious behavior.

This refers to the claim that Saddam Hussein attempted to acquire uranium from Niger, implying that Hussein posed a threat.

How would a libertarian deal with such a threat? Declare war?

A capitalist example might be the diamond cartel, controlled by deBeers. The private enterprise tightly controls the production and distribution of diamonds, standardizing quality and making a profit.

But for government interference, the same solution would evolve to control any scarce or valuable substance.

Both sides of the transaction are happy, for profit and without war.
